In 1956 Cecil was involved in discussions about Operation Buffalo, the British Atomic Tests at
Maralinga in South Australia, later becoming the Task Force Commander.
The RAF Joint Warfare Establishment was formed in April 1963 by amalgamating the School of
Land/Air Warfare with the Amphibious Warfare School, Cecil was its first Commandant.
On the 5 August 1965 Cecil suffered a heart attack at his home in Washington DC and sadly

passed away at the young age of 52 years.
